Depends on how formal it needs to be.

If it doesn't need to be extremely formal, try Urban Outfitters.

If it needs to be very formal, try nordstroms. They actually have some stuff that is cheaper than you would think.

Theres this place in Lynbrook NY called Caries closet. Her prices a reasonable and styles are one of a kind.

check craigslist.org in your city and see if someone out there is selling one. Or you can check ebay too. I'm sure you can find a really pretty slightly used or new dress for a great price. Also, look for designer outlets in your city. Jessica McClintock has one in California and I'm sure there are others out there. Some of their dresses are up to 90% already discounted prices - it's insane!

Look at Ross, J C Penny's, or bridal shops ( they carry formal dresses and semi formal ones too) Also there are a few other little shops at malls that carry dresses. You just have to really look around and shop early before prom season.
